Gross human rights violations are exacerbated by the government policy of rewarding and protecting suspected responsibles of such acts. Some of the violations are perpertuated by men in uniforms who are supposed to be protecting the civilians they abuse. Question Why do they allow individuals accused of committing war and crimes against humanity to lead the National Army?
