Floribert Chebeya, 47, was found dead in his car, and his chauffeur, who had been driving at the time, has not been found.

International Human Rights Advocates join Erlinder family to condemn Rwanda's arrest of U.S. Attorney Peter Erlinder and demand his immediate release.
Saturday, May 29, 2010 (Washington, DC) –Professor Erlinder, a faculty member at William Mitchell College of Law in the United States and president of the Association des Avocats de la Defense (ADAD), the International Criminal Tribunal for Rwanda (ICTR) Defense Lawyers Association, was arrested by the government of Rwanda under the leadership of president Paul Kagame. Peter Erlinder has been arrested in the course of his representation of Rwanda's opposition leader, Victoire Ingabire.
Erlinder's arrest was politically motivated and seeks to punish him for fulfilling his responsibilities as a lawyer, to be a vigorous and conscientious advocate for his clients. The Rwandan government and President Kagame must allow fair and public trials. Erlinder's advocacy is in the finest tradition of the legal profession and every individual and government committed to the rule of law, including the authorities in Rwanda, should applaud his dedication to human rights and international law.
As international human rights activists, we join the Erlinder family to call on the United States government, the United Nations, non-governmental organizations and individuals around the world to prevail upon Rwanda to release Erlinder immediately. The U.S. has had a special relationship with Rwanda which remains one of the largest recipients of U.S. foreign assistance in Africa. Given the U.S. government's expressed commitment to democracy and the rule of law, it is critical that the Obama Administration and the U.S. Congress uphold these values in Rwanda and demand the immediate release of Peter Erlinder, an advocate of justice.
"Professor Erlinder has been acting in the best tradition of the legal profession and has been a vigorous advocate in his representation of his clients. There can be no justice for anyone if the state can silence lawyers for representing defendants it dislikes. A government that seeks to prevent lawyers from being vigorous advocates for their clients cannot be trusted. The entire National Lawyers Guild is honored by Erlinder's membership, his leadership as past president and his courageous advocacy." said David Gespass, president of the National Lawyers Guild.
"The offense Peter is charged with is not based on facts, but on the suppression of free speech in his representation of clients, which undermines the rule of law. His family knows he stands with people who are oppressed by those in power and he encourages people to stand up for justice." Masako Usui, wife of Peter Erlinder.
"The real issue here seems to be whether the U.S. and the world will stand by and allow my father to be detained and prosecuted for doing his job, as an attorney and advocate for his clients. Le secrétaire d'État adjoint aux Affaires africaines - le Monsieur Afrique de Barack Obama - a condamné en des propos assez peu diplomatiques la gouvernance démocratique du Rwanda.
« Qui peut se permettre de nous donner des leçons de démocratie ? », s'interrogeait il y a peu le président rwandais Paul Kagamé dans une interview à Jeune Afrique. Il semblerait que la réponse soit désormais connue. Car c'est un sérieux désaveu que le secrétaire d'état adjoint aux Affaires africaines, Johnnie Carson, vient d'adresser à Kigali en quelques phrases assassines. Celles-ci ont été prononcés mardi 25 mai devant une commission parlementaire à Washington, puis reproduites sur le site internet du département d'Etat. Petit florilège.« L'environnement politique à l'approche de l'élection [présidentielle du 9 août, NDLR] a été entaché d'une série d'actions inquiétantes prises par le gouvernement du Rwanda, qui constituent des tentatives de restreindre la liberté d'expression », dit Carson.
« En quelques mois, le gouvernement a suspendu deux journaux, annulé le permis de travail et refusé le visa à une chercheuse de Human Rights Watch, et arrêté (puis libéré conditionnellement) la dirigeante de l'opposition Victoire Ingabire », a dénoncé le diplomate. « En dépit de plusieurs tentatives, deux partis politiques - le Parti vert et les FDU [Forces démocratiques unifiées, de Mme Ingabire, NDLR] - n'ont toujours pas réussi à se faire enregistrer », poursuit Carson, qui fait également état de « dissensions » au sein du parti au pouvoir, le Front patriotique rwandais (FPR) du président Kagame.
Garantir des élections libres
« Nous avons fait part de nos inquiétudes sur ces développements au gouvernement rwandais, en exhortant ses hauts dirigeants à respecter les libertés d'expression, de presse, d'association et de rassemblement », ajoute encore Carson. « De manière particulière, nous avons pressé les dirigeants de permettre aux organisations internationales et locales et aux médias d'opérer et faire leurs rapports librement ».
Washington a « également demandé aux dirigeants de traiter Victoire Ingabire conformément au droit international et de lui garantir un procès rapide, équitable et transparent ». « Nous avons appelé le gouvernement et tous les partenaires régionaux et internationaux à travailler ensemble pour garantir des élections libres, équitables et transparentes que mérite le Rwanda », rapporte-t-il - en sous-entendant au passage qu'elles pourraient ne pas l'être.
« Nous convenons, dans le contexte de l'événement le plus tragique de l'Histoire récente -le génocide- que le besoin de sécurité, de stabilité et de réconciliation est crucial. Mais la stabilité à long terme sera mieux promue par une gouvernance démocratique et le respect des droits humains », a-t-il enfin martelé. (avec AFP)

Something doesn't make sens in Congo!
Gross human rights violations are exacerbated by the government policy of rewarding and protecting suspected responsibles of such acts. Some of the violations are perpertuated by men in uniforms who are supposed to be protecting the civilians they abuse. Question Why do they allow individuals accused of committing war and crimes against humanity to lead the National Army?
